The following are changes to the FFL Rule Book for the 2025 season that clarify and modify certain items based on prior seasons' precedents (more details on each of the below items can be found in the Rule Book itself):

Rule 3-A:
Reiterated that the commissioner would fill empty slots on a team's depth chart if the coach did not do so prior to the deadline; if the commissioner has to activate players from a team's practice squad to fill out their roster, he would not consider players who were definitively ruled out for the season per Rule 12-B-1.

Rule 3-H: Noted that to be considered inactive for a given week, a player must be on an NFL team's injury report (per NFL.com) or otherwise known to be out for a given week(s); any injuries occurring after the report's release will be considered to have happened during that player's game, and players in lineups after the report's release and not removed by coaches cannot be subbed out via the depth chart.

Rule 7-F: Noted further exceptions and restrictions regarding draft pick trading that are covered in Rule 11-E.

Rule 7-M: Codified that any bids where the coach's cap space is less than their remaining amount under the salary cap will be voided.

Rule 9-B: Added that a player's listed position on NFL.com as of the day before the FFL Draft will be his FFL position for the entirety of the season.

Rule 10-D: Noted that starting this season, the commissioner will no longer follow up with coaches who do not include the name of a player to be cut for a waiver claim (excluding those where the claimed player would fill an empty roster slot); in such a case the claim will be ignored and not noted.

Rule 11-D: Describes the conditions where the commissioner can exercise his right to void a proposed trade due to it being unfair and giving one team a severe advantage over the other.

Rule 11-E: Adds two new restrictions on draft pick trades; picks traded on Draft Day cannot be traded back to the team holding the pick's rights when the draft began, and trades involving a first-round pick being traded solely for a kicker or team defense are now prohibited.

Rule 13: Noted that an offensive player recovering a fumble for a touchdown will be treated a such if the NFL.com box score states as such.

Rule 14-G: There can now be between three and five nominees for Rookie of the Year; also codified that the coaches' committee can propose their own candidates for the awards and that the commissioner will have no input or influence on the award winners unless no consensus is reached on a given category.

Rule 14-H: Establishes the Toilet Bowl in Week 15 where the two worst teams face off in order to determine draft lottery chances for the following season's draft; the winner of this game would get the most chances, while the loser only gets one.

Depth Chart Instance Policy: Instances will now be given if a coach submits a partial/incomplete depth chart and does not fill the empty slots prior to the deadline, and if a coach who wins a waiver claim fails to release a player to make room (except in cases where the claimed player fills an empty roster slot).
